Yes, just like AbanteCart does. However, it only comes with English. You will need to create the language files in your desired language.

How does this react with different templates than default? Any known conflicts?

Blog Manager is designed to use the existing template when it is installed. If you change your template or install a new one after Blog Manager is installed, all you need to do is turn off Blog Manager then turn it back on to reset all of the templates Blog Manager uses.
I have tested Blog Manager with several templates and it works fine with no conflicts. Most users have their own templates and have not had any issues. Depending on your template, you may need to adjust the Blog Manager css a bit to your own preferences. Blog Manager uses it's own css properties so not to influence any exiting css properties.

just to let you know i have requested a refund as it does not work with 1.2.1 which is a massive shame as i really wanted this.

There are only small programming attributes that make the extension work or not work with versions prior to 1.2.4. Let me know what is not working or where you see errors and maybe I can get it working for you with a few modifications.
