Build a gift could work for the "package" but I think there might be less expensive ways for you to do that.
The default cart offers Collections - where you could place a variety of items for a 'package"
Or you could add options to a main product and build a "package".
In any of these solutions your customer will need to pay, and then the issue becomes HOW does your recipient get to the download. They will need an account with your cart, and a way to redeem the payment that has been made in there behalf. You don't want to give them your creds. You could set up an account for them, but that is a bit messy for you and you would manually have to give the credit to the account for them. Again a bit messy.
There is this extension that will come close perhaps: ( it is not one of ours, so don't have any experience with it)

Your customer (the giver) will make a selection, see what the amount is, then buy a gift cert (a new product) and pay and give the email of the recipient. The customer receiving the gift certificate via email can use the certificate code in the shopping cart to apply the certificate face value to the order. Now this will not confine the recipient to only what the giver wanted - it just gives them a credit in their account to pay for a purchase. (think when you get an amazon gift card)
Any other solution at this time will require some type of customized coding - an expense you might not want to incur until you determine how much sales this might generate.
